Report on the sampling survey of contraceptive effect of intrauterine device

State Council:

In order to fully implement the people-oriented scientific development concept, improve the level of population and family planning technical services, and effectively solve the most immediate, most direct and close problems of the masses, the Population and Family Planning Commission carried out in 2005 in 11 provinces (cities) across the country. Sampling survey of contraceptive effect of intrauterine device. The sample size of the survey is 122,000, and the survey review time is up to 5 and a half years.

This is the first large-scale epidemiological survey of intrauterine devices at home and abroad, the first systematic evaluation of the contraceptive effectiveness of various intrauterine devices, and the first time for various intrauterine devices. A comprehensive comparison of the side effects of IUDs was made, and the group differences among women using IUDs were revealed for the first time. It provided safety guidance for 110 million women with IUDs, and provided science for the "Eleventh Five-Year Plan" contraceptive technology research. in accordance with.

      Main findings:

      1. In recent years, the contraceptive efficiency of intrauterine contraceptive devices has increased significantly. From 2000 to 2004, the adverse event use rate of IUD (pregnancy due to shedding, pregnancy with a device, pregnancy with a device, removal and removal due to symptoms) decreased significantly compared with the 1980s. According to estimates, the rate of This has avoided approximately 23 million unintended pregnancies and aborted pregnancy operations.

      2. The ability to provide quality services for family planning has been significantly enhanced. In recent years, the vast majority of technical personnel in the national family planning technical service stations have received more than one professional technical training, which has improved their professional capabilities. Through the implementation of high-quality services, the service attitude and quality have been improved.

      3. After comparison, some IUDs with relatively high contraceptive efficiency have been found, and IUDs with poor contraceptive effects have also been mastered. From the survey of various indicators, there is currently no IUD with good indicators.

      4. Although the contraceptive efficiency of the intrauterine device has been greatly improved compared with 20 years ago, the overall contraceptive failure rate is still high, as high as 23.3%, and it is urgently needed for research and development.

      5. The side effects and bleeding, abdominal pain, low back pain and inflammation of the intrauterine contraceptive device are significantly higher than 20 years ago. This is related to the lack of side effects control standards for market access.

      6. Improving the effectiveness of intrauterine contraceptive devices and reducing the number of induced abortions are still people

The focus of the work on population and family planning. If efforts are made to reduce the rate of discontinuation of adverse events of intrauterine contraceptive devices by half, more than 1.7 million abortions will be reduced each year, which will effectively protect the physical and mental health of women of childbearing age.

      Suggestions and ideas:

      1. The Population and Family Planning Commission will coordinate the Drug Administration and other relevant departments to revise the market access standards for intrauterine devices and strengthen market supervision.

      2. Coordinate with the Ministry of Science and Technology to increase support. During the "Eleventh Five-Year Plan" period, focus on organizing scientific research to develop new intrauterine devices with good contraceptive effects, low side effects, independent intellectual property rights, and suitable for Chinese women to reduce the failure rate and Reduce side reactions.

      3. The National Population and Family Planning Commission will revise the "Government Procurement Catalog of Family Planning Contraceptives" based on the results of this survey, and give priority to the purchase of intrauterine contraceptive devices with better effects; vigorously strengthen the construction of family planning service stations and improve the level of technical services. Provide high-quality family planning technical services for women of childbearing age.

The sample survey report on the contraceptive effect of intrauterine devices in urban and rural areas across the country (see Annex 1) is hereby submitted for review.
